Comments to USDA on implementation of Sec. 241 of HHFKA
In 2010, the Healthy, Hunger Free Kids Act (HHFKA) was signed into law. Among the provisions in this law
was Section 241, which replaced SNAP-Ed (Supplemental Nutrition Assistance Program Nutrition Education,
formerly FSNE) with the Nutrition Education and Obesity Prevention Grant Program. Section 241 made
significant changes to the program, including:
  • provisions for conducting comprehensive, multi-level interventions using public health approaches
  • requirement to consult with the CDC and various stakeholder groups in the process of developing
    guidance for the program
  • allowance for coordination with other health and nutrition promotion projects

The USDA opened a public comment period from mid-April through mid-June in advance of publishing
